fix: quote VERSION_HASH and VERSION_DATE in -define flags
Odin's -define compiler flag requires string literals to include quotes
as part of the value. The git hash (e.g. 27e9f66) was being interpreted
as a number using scientific notation (27000000000), causing a type
error. Wrapping the interpolated values with escaped quotes ensures
they are passed as proper string literals to the Odin compiler.
