render: clip Kitty images anchored in a scroll region to that region
An image anchored inside a DECSTBM region used to be drawn at full size
and could paint over a footer or status line below the region. Clip it at
draw time against the current margins (vt.scroll_region_clip), which keeps
the render a pure function of the grid. The remaining half of the issue,
an image cut at the top margin while its anchor row scrolls out, needs
per-placement state, so the issue stays open, narrowed to that.
